PLANNING BOARD  – Minutes  --  Regular Meeting


7:30 PM  The meeting was opened by Chairman Jon Fudeman. Present were: Tom Daly, Ann Neuburg, John Mirick, Richard Bisk and alternate member Rud Mason. Sean Conway attending.

New Business  
Catherine Hadley from West Boylston was in to get an ANR signed by Princeton PB. The plan subdivides a parcel on Old Princeton Road in Hubbardston into three lots, one of which overlaps a rear boundary line into Princeton.  The Hubbardston PB already endorsed the plan and the Princeton PB signed the Mylar as a requirement of the Registry of Deeds—and retained one paper copy.

Board discussed potential for development of 20 acre parcel labeled “Estate of Marcia Howes” (Pederson Family Trust) on Worcester Road. Engr. Bill Hannigan came in to discuss residential development of the parcel. He presented four concepts  and distributed plans on paper for three of them, noting that the printer missed the plan he favors which is Open Space Res. Des. Plan #1 showed four ANR lots; Plan #2 showed a “backlot Development with four houselots plus a bonus lot; Plan #3 showed a subdivision road cul-de-sac which provided frontage for three lots while three more fronted on Worcester Road. The OSRD (not shown) would have six lots with reduced frontage on Worcester Road.
        Tom D. mentioned “affordable housing” as a question from former PB member Rick McCowan and the potential for a “friendly 40B” was discussed. Mr. Hannigan said the family were supportive of that if the PB were in favor. The group discussed the demand and marketability of different kinds of senior housing or over-55 concepts, acknowledging that some discussions on this had occurred in the past with architect Jim Andrews.  

Old Business
John M. distributed a new draft dated 11/18/14 for a proposed Earth Removal Bylaw, incorporating comments from board members and participants. Mr. Mason and Mr. Conway continued to provide much useful information. Board members went over the draft point by point, sometimes citing model text from the Westminster earth removal/fill bylaw. The group considered adding “fill” to the bylaw but put the idea on hold.

Administrative Business
Board voted all in favor to approve minutes of Oct. 1 and Nov. 5. They decided to cancel the Dec. 17 meeting and convene only on Dec. 3 unless something comes up.

9:04 PM  Board voted all in favor to adjourn.
